California’s Climate Crisis Act targets net-zero greenhouse-gas emissions as soon as possible and no later than 2045, with emissions reduced 85% below 1990 levels by 2045. California’s Cap-and-Trade Program was extended and renamed the Cap and Invest Program through January 1, 2046, requiring covered power plants to surrender allowances or offsets equal to their emissions. In Illinois, the Climate and Equitable Jobs Act requires certain privately owned natural-gas units near environmental-justice or equity-eligible communities to eliminate CO2 and co-pollutant emissions by January 1, 2030, although PJM’s reliability finding allows the Zion Energy Center to operate beyond that date.
