In May 2026, New York State amended the Climate Leadership and Community Protection Act through its fiscal year 2026–2027 budget. The amendments extend the NYSDEC deadline for implementing regulations to December 31, 2028 and require consideration of feasibility, affordability, economic competitiveness and reliability. They replace the 2030 emissions-reduction requirement with a 60% reduction from 1990 levels by 2040, while retaining the statutory goal of an 85% reduction by 2050 and existing renewable-energy targets. The Utilities cannot yet predict the law’s impact on their operations.
