MP and PE filed an integrated resource plan on October 1, 2025 that proposes near-term market capacity purchases and the addition of 70 MWs of solar by 2028 and 1,200 MWs of natural gas combined cycle generation by 2031 to meet PJM adequacy requirements. On February 13, 2026 MP and PE filed a Certificate of Public Convenience and Necessity (CPCN) to construct and operate a 1,200 MW combined cycle gas turbine plant and 70 MWs of solar generation with an estimated capital investment of approximately $2.7 billion as of the filing date. The CPCN request includes a surcharge to recover financing costs during development and construction and transition recovery in base rates once placed in service; hearings have been scheduled for July 16 and 17, 2026. FirstEnergy expects a WVPSC final order in the second half of 2026; approval would materially increase regulated generation capital investment and create an associated regulatory recovery mechanism.
