Pursuant to Pennsylvania Act 129 and PPUC orders, the Pennsylvania Companies implemented energy efficiency and peak demand reduction programs with stated MW and MWh reduction targets for ME, PN, Penn and WP and recovered costs through riders. The fourth phase (Phase IV) approved June 18, 2020 provided cost recovery of approximately $390 million through Energy Efficiency and Conservation Phase IV Riders for each FE PA rate district for the five-year period June 1, 2021 through May 31, 2026. FE PA submitted a Phase V plan on November 26, 2025 proposing cost recovery of approximately $390 million for the five-year period June 1, 2026 through May 31, 2031; hearings occurred January 29, 2026 and a Joint Petition for Complete Settlement was filed February 19, 2026. The PPUC issued an order on March 12, 2026 approving the settlement with limited modifications and required FE PA to file revisions, which FE PA filed on April 15, 2026.
