The OECD's global minimum-tax model rules establish a 15% minimum effective tax rate, and many countries have implemented or are implementing the rules. In January 2026, the OECD introduced a Side-by-Side Safe Harbor that can exempt U.S. domestic operations from global minimum-tax rules if elected, but it does not exempt foreign subsidiaries from local minimum-tax requirements. Alphabet reported no material effect on its income-tax provision for the six months ended June 30, 2026. Further country adoption could increase the company's effective tax rate and cash tax payments.
