Pillar Two Global Minimum Tax

The OECD Global Anti-Base Erosion Pillar Two rules generally establish a 15% minimum effective tax rate for tax years beginning in 2024. EU member states and the U.K. have committed to implement or enacted legislation adopting the rules, while the U.K. Finance Act 2023 became effective January 1, 2024 and provides a transitional safe harbor through accounting periods ending on or before June 30, 2028. OECD guidance released in January 2026 implements a G7 “Side-by-Side” system intended to exempt U.S.-parented groups from the main international components of Pillar Two for periods beginning on or after January 1, 2026. ICE stated that Pillar Two had not materially affected its financial statements as of June 30, 2026.
