Under the U.S. Government Agreement with the Department of Commerce (DOC), Intel released Escrowed Shares upon receiving cash proceeds for performance under the Secure Enclave program during the three and six months ended June 27, 2026. Intel recognized $12.5 billion of losses in the second quarter and $13.6 billion in the first six months of 2026 from changes in the fair value of released and unreleased Escrowed Shares. The related derivative liability increased to $15.6 billion at June 27, 2026, from $2.7 billion at December 27, 2025, and Intel also issued DOC warrants exercisable if it ceases to own at least the required percentage of its foundry business.
