The FDA proposed a January 2025 product standard that would substantially reduce nicotine levels in cigarettes, little cigars, cigarillos and most large cigars; public comments closed in September 2025 and Altria expects the rulemaking process to take multiple years. The FDA also has proposed bans on menthol cigarettes and characterizing flavors in cigars, while the Trump Administration withdrew both proposals from OMB in January 2025 and returned them to the FDA. A March 2023 proposed tobacco manufacturing-practices rule could increase compliance costs if finalized. Final product standards or enforcement actions could materially affect product sales, asset carrying values, manufacturing costs and the company’s financial position.
