ALTRIA GROUP, INC. · 2026-10-29 · Importance 31 · Surprise 24
In January 2025, the FDA proposed a nicotine cap for cigarettes and certain combustible tobacco products, including little cigars, cigarillos and most large cigars; the comment period closed in September 2025, and the company expects the rulemaking to take multiple years. The FDA’s April 2022 proposals to ban menthol cigarettes and characterizing flavors in cigars were withdrawn from OMB review by the Trump Administration in January 2025 and returned to the FDA. The FDA’s March 2023 proposed tobacco product manufacturing-practices rule remains listed by OMB as a long-term action and could increase operating-company compliance costs if adopted.
