NRG has committed to cease coal combustion by the end of 2028 at its domestic coal units outside Texas to comply with the EPA’s Effluent Limitation Guidelines, while installing required controls at its two Texas coal plants by the end of 2025. The Company completed the Texas controls by the end of 2025, but PJM has requested that two Powerton coal units continue operating until at least September 2030 for reliability. EPA rules governing greenhouse-gas emissions, wastewater discharges, and coal-combustion residuals remain subject to proposed revisions, extensions, and litigation, creating uncertainty over future compliance requirements and capital needs.
