Maryland Senate Bill 1, signed on May 9, 2024, restricts the competitive residential retail electric and natural gas market through price caps, 12-month contract limits, salesperson licensing, and separate billing requirements effective January 1, 2025 and January 1, 2026. The Maryland Public Service Commission determined that grandfathering of existing contracts ends December 31, 2025. Green Mountain Energy Company and an NRG-affiliated trade association challenged the law in federal court, and on May 15, 2026 the Fourth Circuit enjoined the renewable-product provisions while remanding disclosure issues. Price caps for non-renewable products, limits on price changes, salesperson restrictions, and separate billing remain effective during the litigation.
