The PUCT’s reliability standard became effective in September 2024, while implementation of Texas’s Performance Credit Mechanism was shelved indefinitely in December 2024. ERCOT and the PUCT are developing Dispatchable Reliability Reserve Service, with an initial design approved in July 2026 and possible further refinement by year-end. A December 2025 firming rule requires new generation resources with interconnection agreements signed on or after January 1, 2027 to acquire additional capacity during low-reserve hours. These changes could materially affect ERCOT generation economics, reliability obligations, and capacity investment.
