On June 30, 2026, the FDIC proposed reducing assessments by 1 basis point for large and highly complex banks such as PNC Bank. The proposal would permit an additional 0.5-basis-point reduction for successful virtual data room testing and another 0.5-basis-point reduction for enabling FDIC access to internal data systems; PNC expects only immaterial cost savings if finalized as proposed. A separate proposal would substantially reduce resolution-plan content requirements, eliminate the FDIC credibility assessment and capabilities-testing expectations, and require submissions every three years without interim supplements in off years. Comments on both proposals are due August 31, 2026.
