Effective January 2, 2026, a UK business-model change driven primarily by regulatory and tax considerations made Uber no longer responsible for Mobility services in certain UK markets. The change reduced reported revenue by $1.1 billion in the second quarter and $2.1 billion in the first six months of 2026, while reducing Driver payments and incentives recorded in cost of revenue by $808 million and $1.4 billion, respectively. A legislative change also prohibited UK Private Hire Operators from applying the VAT Order 1987 to supplies made after January 2, 2026. HMRC assessments challenging Uber’s VAT treatment for March 2022 through September 2024 totaled approximately $1.8 billion (£1.4 billion), which Uber paid to pursue its appeal without accepting the assessments.
