Union Pacific’s proposed merger with Norfolk Southern is under review by the Surface Transportation Board (STB), which accepted the application and began a 12-month review targeting a late-2027 closing. House Democrats, in a letter signed by 102 members, urged the STB to prioritize workers’ jobs, seniority, wages, benefits, and collective bargaining agreements; unions including those affiliated with the International Brotherhood of Teamsters oppose the transaction. Union Pacific says the combination would create the first transcontinental freight railroad, reduce shipping complexity and truckloads, support domestic manufacturing and exports, and generate shipper savings through infrastructure and technology investment. Union Pacific also secured an agreement with Canadian National to address competitive concerns and strengthen the merger’s regulatory case.
